Preamble to the US Articles of Reparations
We, the Descendants of Enslaved Africans and Indigenous Black Americans, of the United States, in order to establish a framework to –
• Acquire Emancipated Lands
• Develop a self-organized peaceful existence
• Promote general prosperity
• Protect individual and collective freedoms
• Redress historical injustices
• Promote reconciliation
• Research, memorialize, and commemorate our history
• Deter future injustices through proactive efforts
We, the Descendants, do anoint and form our Articles of Reparations for the United States of America.

Articles of Reparations
Article I - Emancipated Land - The US Government shall provide Emancipated Lands free of encumbrances, debts, and recourse; to the descendants by a duly assigned organization comprised of Descendants.
Article II - Financial Infrastructure - The right to establish Emancipated Financial Institutions and Financial Frameworks upon Emancipated Lands and within identified Opportunity Zones on Non-Emancipated Lands within High-Descendant population areas.
Article III - Contracts & Agreements - Personal Data, Agreements, Contracts, and other legal, regulatory, and policy obligations of Descendants will be remanded to the Authority of Emancipated Lands.
Article IV - Fair Justice - The US Federal, State, and Local governments will transition judicial matters of Descendants to Emancipated Lands under the Authority of Emancipated Lands.
Article V - Self-Preservation - Independent Security forces shall be established to ensure community safety and security of Emancipated Lands, and to safeguard 2nd Amendment rights for Descendants.
Article VI - Legislation - The establishment of an independent legislative body for Descendants to address systemic injustices and discriminatory laws that have historically disadvantaged Black Americans.
Article VII - Education - The Authority of Emancipated Lands shall secure funds for HBCUs, K-12 Instruction, Higher Education for Descendants on Emancipated and Non-Emancipated Lands.
Article VIII - Health & Wellness - The Authority will provide Descendants with the opportunities and assistance to prosper and reach the full potential of a harmonious existence.
Article IX - Governance - The Authority will be the sole governing body on Emancipated Lands and maintain harmonious agreements and treaties with the United States of America to redress political, social, and economic grievances.
Article X - Representation - The Authority will maintain a high level of pride, confidence, and integrity for Descendants in all forms of representation and take corrective actions against representation otherwise.

Architecture of Land Reparations:
1. Direct Land Return:
- Identifying and returning land that was unjustly taken from Black Americans.
- This could involve returning specific parcels of land or providing land trusts for community development.
2. Land Purchase Programs:
- Government-funded programs to purchase land and distribute it to Black Americans.
- Through direct grants or low-interest loans established by Emancipated Financial Institutions.
3. Community Land Trusts:
- Creating community land trusts where land is held in trust for the benefit of the community, ensuring long-term affordability and preventing displacement.
4. Financial Compensation:
- Providing financial compensation to individuals or communities for lost land or property.
- This could be in the form of direct payments or investments in community development projects.
FINANCIAL INFRASTRUCTURE
ARTICLE II - The right to establish Emancipated Financial Institutions and Financial Frameworks upon Emancipated Lands and within identified Opportunity Zones on Non-Emancipated Lands within High-Descendant population areas.
Architecture of Financial Reparations:
1. Direct Payments:
- Identifying and returning land that was unjustly taken from Black Americans.
- This could involve returning specific parcels of land or providing land trusts for community development.
2. Foreign Direct Investment on Emancipated Lands and Opportunity Zones:
- Exclusive Foreign Direct Investment Opportunities for Descendants.
- Support for Non-Emancipated Lands within High-Descendant population areas.
3. Tax Credits and Subsidies:
- Tax credits for homeownership and education.
- Subsidies for small businesses owned by Black Americans.
4. Debt Transfer:
- Transfer debt for Black Americans to the Authority of Emancipated Lands.
- Transferring various forms of debt (Secured, Unsecured, Revolving, Installment, and Business).
CONTRACTS & AGREEMENTS
ARTICLE III - Personal Data, Agreements, Contracts, and other legal, regulatory, and policy obligations of Descendants will be remanded to the Authority of Emancipated Lands.
Architecture of Contracts & Agreements Reparations:
1. Contract Review and Reform:
- Identifying and amending existing contracts, agreements, and policies that contain discriminatory terms or have had a disparate impact on Black Americans.
- This will involve reviewing housing deeds, loan agreements, employment contracts, and insurance policies.
2. Debt Relief and Restructuring:
- Government-funded programs to provide relief from predatory debt, including student loan debt, medical debt, and other forms of exploitative financial burdens.
- This will involve direct debt cancellation, buy-back programs, or restructuring initiatives.
3. Data Sovereignty and Reclamation:
- Establishing frameworks for Black Americans to reclaim control and ownership of their personal data historically and currently held by government agencies and private entities.
- This will involve the establishment of data centers, data inventory, secure data transfer protocols, and the creation of community data trusts.
4. Fair Policy and Regulatory Initiatives:
- Creating and enforcing new laws and regulations that promote equity and justice in contractual matters and data governance.
- This includes advocating for robust data privacy legislation, anti-discrimination laws in all contractual dealings, and consumer protection measures.
FAIR JUSTICE
ARTICLE IV - The US Federal, State, and Local governments will transi-tion judicial matters of Descendants to Emancipated Lands under the Authority of Emancipated Lands.
Architecture of Fair Justice Reparations:
1. Establishment of an Independent Judiciary:
- A governing body established to oversee the implementation of judicial reforms and ensure the protection of the rights of Descendants within the justice system on Emancipated Lands and/or Non-Emancipated Lands under the AEL responsibility.
- This authority would operate independently of the existing U.S. executive and legislative branches.
2. Renaming of Judicial Office:
- The term 'Judge' will be eliminated and replaced with 'Justice' in all AEL documentation, on any and all Emancipated Lands and/or Non-Emancipated Lands under the AEL responsibility, symbolizing a shift towards impartiality and equity.
3. Non-Partisan Appointment:
- Justices for Emancipated Lands would be appointed by a non-partisan descendant commission rather than elected or appointed by politicians, reducing external political influence.
4. Elected Tenure:
- Justices serving on Emancipated Lands would serve elected or fixed terms, protected from political interference, ensuring stability and independence in their rulings.
5. Judicial Independence:
- The judiciary on Emancipated Lands would have the power to interpret laws independently, without fear of political retribution, fostering impartial decision-making.
6. Judicial Review:
- The judiciary of Emancipated Lands would retain the power to review laws and executive actions for constitutionality, safeguarding the rights of Descendants within its jurisdiction.
SELF - PRESERVATION
ARTICLE V - Independent Security forces shall be established to ensure community safety and security of Emancipated Lands, and to safeguard 2nd Amendment rights for Descendants.
Architecture of Self-Preservation Reparations:
1. Independent Police Force for Emancipated Lands:
- Community Oversight: Boards composed of Descendant community members would have the authority to hire, fire, and discipline officers serving on Emancipated Lands.
- Transparent Hiring: Rigorous background checks, psychological evaluations, and direct community input would be essential for officer selection for service on Emancipated Lands.
- Accountability: Strict accountability measures, including body-worn cameras and independent investigations, would be implemented for the police force on Emancipated Lands.
2. Independent Community Guard Force for Emancipated Lands:
- Community-Led: Organized and operated by Descendant community members on Emancipated Lands, with input from law enforcement professionals.
- Community Patrols: The guard force would conduct regular patrols in designated areas on Emancipated Lands to deter crime and provide security.
3. Second Amendment Rights Empowerment on Emancipated Lands:
- Firearm Training: Providing access to firearms training and education to ensure safe and responsible gun ownership for Descendants on Emancipated Lands.
- Legal Support: Offering legal assistance to Descendants on Emancipated Lands facing gun-related charges or discrimination.
LEGISLATION
ARTICLE VI - The establishment of an independent legislative body for Descendants to address systemic injustices and discriminatory laws that have historically disadvantaged Black Americans.
Architecture of Legislative Reparations:
1. Criminal Justice Reform:
- Ending Mass Incarceration: Implementing policies to reduce the number of people incarcerated
- Police Reform: Implementing policies to address police brutality and racial profiling.
2. Housing Reform:
- Fair Housing Act Enforcement: Strengthening enforcement of the Fair Housing Act.
- Affordable Housing Programs: Increasing funding for affordable housing programs.
- Community Land Trusts: Supporting the development of community land trusts.
3. Education Reform:
- Increased Funding for HBCUs: AEL will provide adequate funding to HBCUs to ensure their continued success.
- Early Childhood Education: AEL Investment in early childhood education programs.
4. Economic Development:
- Targeted Investments in Black Communities: Investing in infrastructure.
- AEL Support for Black-Owned Businesses: Providing tax incentives, loans, and grants to support Black entrepreneurs.
5. Truth and Reconciliation Commissions:
- Establishing a Truth and Reconciliation Commission under the AEL to investigate the history of racial injustice and recommend policy changes.
EDUCATION
ARTICLE VII - The Authority of Emancipated Lands shall secure funds for HBCUs, K-12 Instruction, Higher Education for Descend-ants on Emancipated and Non-Emancipated Lands.
Architecture of Education Reparations:
1. AEL Funding for Historically Black Colleges and Universities (HBCUs):
- AEL funding to support HBCUs and enhance their academic programs.
- AEL Scholarships and grants for HBCU students.
- AEL Investments in HBCU infrastructure and facilities.
2. AEL Funding for K-12 Schools in Descendant Communities:
- Increased funding for schools in predominantly Descendant neighborhoods.
- Investment in early childhood education programs.
- Support for after-school and summer programs.
3. Teacher Fairness and Training:
- Recruitment and retention of Descendant teachers.
- Training for teachers to address educational accuracy and US History competence.
- Mentorship programs for Descendant teachers.
4. College Affordability and Debt Relief:
- AEL Grants and other financial aid for Black students.
- AEL paid Loan forgiveness programs for Black graduates.
- AEL paid Tuition-free college programs for Black students.
HEALTH AND WELLNESS
ARTICLE VIII - The Authority will provide Descendants with the opportunities and assistance to prosper and reach the full potential of a harmonious existence.
Architecture of Health & Wellness Reparations:
1. Increased Access to Healthcare:
- Expanding Healthcare eligibility to cover more low-income individuals.
- Implementing affordable health insurance programs.
- Reducing healthcare costs, such as prescription drug costs.
2. Addressing Health Disparities:
- Investing in research to identify and address health disparities.
- Implementing targeted interventions to improve health outcomes in Black communities.
3. Mental Health Services:
- Increasing access to mental health services.
- Training healthcare providers to address the mental health needs of Descendant communities.
4. Maternal and Infant Health:
- Reducing maternal and infant mortality rates among Black women.
- Expanding access to prenatal care and postpartum care.
5. Community-Based Healthcare:
- Investing in community health centers and clinics in Descendant neighborhoods and Emancipated Lands.
- Empowering Descendant communities to address their own health needs.
GOVERNANCE
ARTICLE IX - The Authority will be the sole governing body on Emancipated Lands and maintain harmonious agreements and treaties with the United States of America to redress political, social, and economic grievances.
Architecture of Governance Reparations on Emancipated Lands:
1. Establishment of The Authority
- The Authority will be the sole governing body on Emancipated Lands, responsible for all legislative, executive, and judicial functions within its jurisdiction.
- It will operate based on principles of self-determination and community-led governance for Descendants.
2. Voting Rights and Political Participation:
- Implementing robust mechanisms to guarantee unimpeded voting rights and political participation for all Descendants on Emancipated Lands.
3. Criminal Justice System within Emancipated Lands:
- Creating a new criminal justice system that prioritizes restorative justice, rehabilitation, and equitable outcomes for Descendants on Emancipated Lands.
4. Fair Representation within The Authority:
- Designing an electoral system for The Authority that ensures proportional and fair representation for all Descendant groups and communities on Emancipated Lands, eliminating gerrymandering.
5. Truth and Reconciliation Commissions (TRCs) under The Authority:
- Establishing TRCs to investigate historical injustices against Descendants within U.S. history and their impact on future generations on Emancipated Lands, informing governance policies.
6. Community Empowerment and Governance:
- Directly investing in and empowering community organizations and grassroots initiatives to participate in decision-making processes within The Authority on Emancipated Lands.
7. Treaties and Agreements with the United States:
- The Authority will be empowered to negotiate and maintain harmonious agreements and treaties with the United States to address political, social, and economic grievances, recognizing the sovereignty of Emancipated Lands.
REPRESENTATION

1. Media Accuracy in Representation:
- Supporting Black-Owned Media: Providing funding and resources to Black-owned media outlets.
- Creating Authentic Storytelling: Promoting stories that reflect the authentic Black experience.
- Developing media watchdog groups to monitor and critique media representations of Black Americans.
2. Education and Awareness:
- Media Literacy Programs: Implementing media literacy programs in schools to teach students how to critically analyze media messages.
- Public Awareness Campaigns: Launching campaigns to educate the public about the harmful effects of stereotypes in media.
3. Legal and Policy Changes:
- Regulation of Social Media: Implementing regulations to address the spread of harmful stereotypes on social media platforms.
- AEL Funding for Accurate Media: Providing AEL funding to support accurate Descendant media projects and initiatives.
4. Community-Based Initiatives:
- Descendant Film Festivals and Awards Shows: Supporting and promoting Descendant filmmakers and actors.
- Digital Literacy Programs: Empowering Descendant communities to create and share their own stories online.
